EXO has a group chat with all 9 members that they constantly talk to each other on so they're contacting each other all the time. He also flew to Korea to join the rest in sending Kyungsoo to the army and (because he had another schedule planned making him unable to send Xiumin off) he called Xiu before his enlistment. There haven't been many interactions this year specifically but they talk about each other a lot. Hopefully he'll be able to fully join them again soon :)

To my understanding (and please correct me if I'm wrong @anyone), there was political strain between Korea and China which resulted in a ban on Korean media to mainland China. It even got to the point where it became difficult to travel between the two countries I'm pretty sure. Lay has been named a publicity ambassador for the Communist Youth League of China since 2016. This causes his position in Chinese Media to be very important as he is the first celebrity to be appointed this position. By being an inactive member of the group he is able to still be a part of the group while also being able to maintain his connection and position in Chinese society. If he were to actively promote with a Korean group he would essentially be ostracized and SM would lose one of the strongest connections they have in China.

Yixing is allowed to go to Korea, he goes there almost every month. There’s a hallyu (kpop, Kdrama) ban in China so Korean stars can’t participate in China related shows or things really (if you’re a Chinese kpop star then yes). But unlike other Chinese kpop stars, Lay (Yixing) is the ambassador for the youth of China group in Hunan (someone correct me if I’m wrong) and he’s the only celebrity with that title. Also he has a huge following in China. And if the Chinese (communist) government has a ban on kpop it won’t look good to the chinese people that he’s actively promoting in a kpop group (even though everyone knows he’s in it (he already gets a lot of hate for being in a kpop group, but he’s said before (when the other chi members left before the kpop ban) that he wouldn’t leave EXO so he’s still in it. Thankfully though the ban seems to be (finally) slowly lifting
