Meister (Phantom Dust) - Release

Here we go.
Its a recreation (or an attempt) of Meister in xv2 with his abilities based on Phantom Dust games and infos provided by blasianblazy.
Showcase: Im not going to do a showcase this time due the fact he basically some vanillla stuff.
His Moveset is the same of Android 13 and all his skills are Fire/Eletric themed (but all vanilla)
